Challenge

StarCore Nuclear is advancing a new model of clean energy built around helium-cooled small modular reactors designed for safety, efficiency, and off-grid reliability, alongside an Indigenous co-ownership model. But the challenge was not simply explaining a new technology. It was navigating a deeply complex landscape shaped by history, trust, and public perception.

For decades, large-scale hydroelectric development in Indigenous communities, altered land, and eroded confidence in centralized energy systems. That history remains present and influential today. As one First Nations leader in Canada stated, past energy projects “have caused entire reserves to disappear.”

At the same time, many remote communities still rely on diesel-based energy that is costly, polluting, and unsustainable.

StarCore’s model represents a fundamental shift, shared ownership, local participation, and long-term economic benefit. The challenge for HCP was to translate a highly technical nuclear solution into a clear, human story that could resonate with Indigenous leaders, policymakers, investors, and the public, without losing credibility or oversimplifying the truth.

HCP Associates developed Powering Together, a 10-minute cinematic documentary designed to function as a foundational communication platform for StarCore’s business model.

Rather than leading with technology, HCP structured the narrative around a simple but powerful idea: energy is not just infrastructure, it is relationship.

The story moves intentionally from past to future, from historical harm to a new model built on trust, partnership, and shared ownership. Indigenous perspectives are integrated throughout the film using documented language and values, ensuring authenticity while maintaining cultural respect.

Production was executed using a full-volume LED virtual production environment through HCP’s partnership with Vū Studios and the University of Tampa. Similar to the approach used in The Mandalorian, real-time environments surrounded each subject, allowing cinematic landscapes, technical schematics, and abstract visual storytelling to be captured in-camera rather than built in post.

The film integrates executive interviews, custom 2D and 3D animation and motion graphics explaining reactor technology, archival and drone footage from Atomic Energy of Canada Limited (AECL) and Canadian Nuclear Laboratories (CNL), and a tightly structured narrative arc that moves from context to clarity to conviction.

The Results
Powering Together now serves as a central communication asset across multiple audiences and environments.

The film provides StarCore with a consistent and scalable way to engage Indigenous councils, government officials, investors, and strategic partners through a single, unified narrative.

It is used for:

  • Council-level screenings and stakeholder engagement
  • Policy and regulatory discussions
  • Investor presentations and partnership development
  • Industry conferences and educational distribution

More importantly, the film reframes the conversation. Instead of explaining nuclear energy, StarCore is now able to demonstrate a new model of energy development, one built on shared ownership, long-term sustainability, and trust.
