Executive Summary

Tampa’s Westshore District has evolved from a traditional office and employment center into a dynamic mixed use urban district. As residential growth, business investment and new amenities changed how people experienced Westshore, the Westshore Alliance needed both a clearer understanding of community priorities and a long term roadmap for its own leadership and advocacy.

HCP Associates’ relationship with the Alliance began with recurring Resident and Worker Studies designed to understand the experiences, needs and expectations of those living and working in the district. That research became a foundation for a broader strategic planning assignment: developing the Alliance’s 2023 to 2033 Strategic Plan.

HCP combined research findings with executive workshops, member surveys, stakeholder input and secondary research to establish a ten year framework addressing two connected priorities: the district’s continued development and the Alliance’s organizational capacity to advance it. HCP also created the public facing strategic plan webpage, making the roadmap’s goals, objectives and KPI status accessible beyond the printed report.

The engagement demonstrates how ongoing research can inform consensus building, organizational strategy and a practical framework for implementation.

Understanding the Landscape

Founded in 1983, the Westshore Alliance advocates for the vitality and development of Tampa’s Westshore District. Changing land uses and expectations presented a dual challenge: understanding what residents, workers and employers wanted from a growing mixed use district, and determining how the Alliance should adapt its advocacy, member engagement and organizational priorities.

The questions went beyond individual projects. How should Westshore address mobility and walkability? Which amenities and improvements mattered to people using the district every day? How could the Alliance sharpen its value to members while building effective partnerships with public agencies and private stakeholders? The strategic planning process needed to connect the future of the place with the future of the organization.

Research

HCP developed a repeatable Resident and Worker Study methodology to measure community perceptions and identify changing priorities. Working with Alliance leadership, HCP designed and fielded surveys, analyzed results and presented findings. The studies explored district amenities, quality of life and desired improvements among residents, workers, major employers and members. By 2025, HCP had completed four iterations, creating a longitudinal perspective rather than a single snapshot.

Following the 2021 study, the Alliance engaged HCP for a comprehensive strategic planning process. HCP conducted executive workshops, gathered input from current and former members, interviewed stakeholders and researched comparable organizations. The planning process included participation from 42 of 50 board and advisory board members and survey feedback from 60 current and 17 former members.

Together, these inputs connected community needs, organizational strengths and external opportunities. They also helped distinguish the improvements the district needed from the capabilities the Alliance would require to advocate for them.

Strategy

HCP translated the findings into the Westshore Alliance 2023 to 2033 Strategic Plan, a ten year roadmap organized around two complementary goals.

The first focuses on facilitating and shaping Westshore’s continued development as a premier mixed use district. Its objectives address transportation planning, sidewalk improvements, regional connections, green spaces, walkability, the West Shore Boulevard vision and other priorities affecting the district’s accessibility and quality of life.

The second focuses on strengthening the Alliance itself through member engagement, advocacy, organizational effectiveness and sustainable capacity. This was a critical strategic distinction: physical transformation would require an organization able to build relationships, mobilize partners and sustain momentum over time.

The plan includes defined objectives, timelines and key performance indicators, allowing leadership to connect the broad vision to specific implementation steps and evaluate progress.

Marketing and Implementation

A strategic plan is most useful when stakeholders can see what it proposes and how progress is being tracked. HCP helped bring the 2023 to 2033 roadmap to life through a comprehensive report and a public facing digital strategic plan experience.

The online presentation organizes the two goals, objectives and KPI statuses into a navigable framework. Visitors can move through priorities and distinguish initiatives that are not yet started, in progress or complete. The experience makes a complex organizational plan more approachable for members, public partners and the wider community.

This work connects HCP’s research and strategy capabilities to practical communications: the research establishes the evidence, the planning process builds alignment, and the published and digital materials communicate priorities in a format stakeholders can revisit.

Impact

The engagement established a repeatable research and strategic planning framework for the Alliance. Documented outputs include four Resident and Worker Study iterations through 2025; leadership participation from 42 of 50 board and advisory board members; input from 77 current and former members; a comprehensive 2023 to 2033 plan; objectives, timelines and KPIs; and a public facing digital presentation of the plan.

There is another more direct impact: as a result of the outreach to former Alliance members, one of the largest firms operating in the Westshore district rejoined the Alliance, impressed by their commitment to data driven decision making.

These are research, planning and communications outcomes. Subsequent infrastructure improvements, district development or Alliance membership performance should not be represented as results directly caused by HCP without supporting evaluation.

What We Learned

Long term planning becomes more meaningful when it grows from an ongoing understanding of the people and organizations it serves. For Westshore, recurring research helped establish the evidence; leadership and member engagement built consensus; and strategic planning translated those insights into a measurable roadmap.

The assignment also reinforced that community development and organizational development are inseparable. Advancing a district’s future requires both a compelling vision for the place and an institution capable of sustaining partnerships, advocacy and progress.

For Westshore Alliance, HCP helped connect those two dimensions, turning community insight into a ten year framework for action.
