Hillsborough County is the fourth most populous county in Florida, with a total population of 1,489,634. According to the U.S. Census Bureau, the county’s population grew by nearly 19 percent from 2010 to 2020.
HCP collaborated with Hillsborough County officials to launch a countywide study in 2019, aiming to establish a baseline of residential perceptions on a variety of quality-of-life topics. Topics included satisfaction with living in the county, their likelihood of recommending Hillsborough County to friends, family members, and peers, and their views on topics such as public safety, emergency services, transportation, parks and recreation, cleanliness, and access to county services. The study comprised two different surveys: a representative, telephonic survey of 1,400 residents and an online survey that any resident of Hillsborough County could answer. This mixed approach was designed to reflect the County’s diverse population and provide robust, representative insights.
HCP Associates conducted follow-up studies in 2021 and 2024, allowing Hillsborough County to track trends in public opinion and ensure that its programs and investments remain aligned with the needs and priorities of its residents. The survey results are used by county leadership for understanding resident expectations and as a guide for strategic planning, budgeting, and communication.
In 2024, the telephonic survey sampled 1,300 residents, while the online survey sampled more than 17,500 residents. In 2024, 81% of residents reported being satisfied with the quality of life in Hillsborough County, and large majorities indicated they would recommend the County across the key categories measured.
